Participative governance and deliberative democracy: DISHA

Introduction

The key challenge in governance is availability of right information to key decision makers – elected representatives and administrative official. The Government of India spends more than 10 Lacs crores annually through various central schemes such as MGNREGA, PMAY, SBM, etc, however the availability of right information at one central dashboard is not thereby, which leads to poor governance. The DISHA Project was therefore designed to fulfil two critical gaps:

  • A DISHA Dashboard which will consume all data from participating Government departments through APIs. The data so made available shall be aggregated on the basis of both constituencies and administrative boundaries
  • A DISHA meeting software, which shall capture key points of meeting agenda basis analytics of the electronic data made available

Objectives of the DISHA Project

The objective of the DISHA project was to usher in a participative and deliberative democratic data based decision making. The project envisaged to integrate the key parameters of 75 Central Government schemes on the 75th Independence Day of India. It also has various features, which allows decision makers to drill down the data right up-to Gram Panchayat level and data analytics features which help decision makers to identify top-5 issues concerning specific geography.

Key Initiatives and Features

The DISHA project incorporated various initiatives to meet its objectives:

  1. Leveraged Open APIs to create a One Stop Dashboard:
  2. Leveraged Data Analytics for generating insights:
  3. Drill down Map View: The key parameters of schemes could also be viewed on the map which could be zoomed in and out and
  4. Integration with Locational Hierarchy (LGD): Integration with Local Government Directory (LGD) created a single version of truth at locational level
  5. Integration with Meeting Software: The DISHA Dashboards integration with meeting management software enable data based decision making and tracking.
  6. Integration with HelpDesk: The Disha dashboard had a dedicated helpdesk to provide real time support to key stakeholders on any issues related to the dashboard.

Impact

As rightly said by Hon’ble Prime Minister, “DISHA is a crucial step towards good governance through which we will be able to monitor everything centrally. It will enable us to effectively monitor every village of the country”

It changed with way review meetings are held and ushered in era to data based decision making across all the Government of India schemes.
